The Ministry of Civil Aviation has initiated reforms to digitize and streamline security clearance, Aerodrome Entry Permit system, and airport infrastructure security vetting processes.

The Ministry of Civil Aviation (MoCA) has implemented a series of sweeping changes aimed at simplifying and quickening aviation security processes for personnel working at Indian Airports. According to Civil Aviation Secretary Samir Kumar Sinha, these reforms focus on digitizing workflows, transitioning towards accountability-driven governance, and maintaining the highest security standards. The Bureau of Civil Aviation Security (BCAS) has streamlined the security clearance framework by moving towards a category-and contract-agnostic security clearance applicable across nine identified categories of aviation entities.

The reforms propose a five-year validity for the security clearance and introduce a more structured and time-bound approach to security vetting of airport infrastructure. The BCAS has also initiated an end-to-end digital workflow for the Aerodrome Entry Permit system, providing for online registration, document submission, digital scrutiny and verification, defined approval workflows, digital issuance, and facial biometric verification. This digital platform is being implemented as a common platform across all 169 airports.

These reforms are deemed essential, given India's growth as the world’s third-largest domestic aviation market with the number of operational airports increasing from 74 in 2014 to 165 in July 2026. The Ministry highlighted these changes align with the broader vision of Viksit Bharat @2047 and the goal of building a future-ready aviation security regulatory framework that can keep pace with a rapidly expanding aviation sector.
