The Government of India has introduced a new concessional Local Pass aimed at providing an economical travel option for eligible non-commercial vehicle owners living near toll plazas, enhancing 'Ease of Living' and 'Ease of Commuting'.
In a significant move to improve the quality of life for citizens residing near National Highway fee plazas, the Government of India has launched a 'Concessional Local Pass'. This new provision applies to eligible non-commercial vehicle owners who possess a valid and functional FASTag and reside within 20 kilometers of a National Highway fee plaza. The annual fee for this pass will be Rs.1,500 for fee plazas located outside municipal or local town areas and Rs.3,000 for toll plazas situated within these limits.
Under the new rules, eligible residents can choose between the existing monthly pass and the concessional Local Pass for commuting through a specific fee plaza. The pass will be valid only for that particular fee plaza and will not be transferable to other plazas. It is important to note that this concessional Local Pass will not be available on National Highways or Expressways where toll fee collection is based on a closed user-fee collection system, nor will it be issued where a service road or alternative road is accessible for commuters.
The Annual Local Pass will become available at eligible Toll Plazas from 01.11.2026 and through the Rajmargyatra App from 01.12.2026. This amendment has been notified through the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, under the powers conferred by the National Highways Act, 1956.
