The J&K Government has announced a new policy for planned urban development using land pooling, applicable to specific areas under the J&K Development Act.
The Jammu and Kashmir Government has notified the Land Pooling Policy, 2026, aimed at promoting planned urban development. This policy encourages voluntary pooling of land by landowners and development entities within areas notified under the J&K Development Act, 1970, as designated by the development authority or any other organisation authorised by the government. The policy encompasses various types of lands, including unauthorised colonies yet to be regularised, litigation-affected land, forests, grazing areas, natural drains, water bodies, heritage sites, flood and irrigation departments, and other specifically excluded government land. For a contiguous area to become eligible for land pooling, at least 70% of the land within that area must be pooled. Under this policy, the responsibility of operating and maintaining infrastructure created under the land pooling scheme falls on the developer entity, while maintenance of common infrastructure is entrusted to the consortium, subject to the relevant provisions and directions of the development authority or Urban Local Body.
