Dr. Jitendra Singh emphasizes the need for a holistic approach to capacity building, involving both mindset development and collective effort, as well as pragmatism in governance.
In a roundtable discussion organized by Nalanda University, Union Minister Dr. Jitendra Singh underscored the importance of capacity building for India's global relevance. He highlighted that alongside skill development, fostering the right mindset is essential to remain competitive in the rapidly changing technological and global environment.
The minister emphasized that capacity building must evolve from an individual, skill-based approach into a collective and whole-of-society effort to respond effectively to the rapidly changing technological and global environment. He said that what one learns today may already become outdated by tomorrow, and therefore individuals and institutions must develop the capacity to remain learners and continuously adapt.
Dr. Singh stressed that collective capacity building is increasingly important to meet emerging challenges. He said that institutions must learn to work in an integrated manner and coordinate across organizational boundaries to respond rapidly to new challenges and translate policies into effective implementation. He emphasized that India must move towards an approach that combines institutional coordination with a whole-of-society perspective.
The minister spoke about the growing role of continuous learning platforms in capacity building, citing the iGOT platform as an example with over 40 lakh registered individuals providing a continuous learning platform for government officials. He also referred to the National Centre for Good Governance and the Indian Institute of Public Administration as part of a larger ecosystem of institutions working in the area of governance and capacity building.
Dr. Singh called for greater non-government participation in research and innovation, pointing towards initiatives like the National Research Foundation (NRF) and the ₹1 lakh crore RDI funding initiative. He also emphasized the need to develop a stronger culture of philanthropy for research in India.
Dr. Singh concluded by stating that the common objective of capacity building should be to enable individuals, institutions, government, industry, and society to contribute effectively towards India's progress and global relevance.
