Dr Jitendra Singh speaking at the MoU signing ceremony

Dr Jitendra Singh, Minister of State for Personnel, Public Grievances, and Pensions, emphasises evidence-based decision making, professional capacity building, and robust financial management for India's next-generation governance reforms. He also announces a collaboration between three institutions to strengthen municipal accounting and financial management practices.

Minister of State for Personnel, Public Grievances, and Pensions Dr Jitendra Singh underscored the importance of evidence-based decision making, professional capacity building, and robust financial management in India's next-generation governance reforms. This emphasis comes as the nation grapples with rapid urbanisation and increasing reliance on technology for governance. The remarks were made during a ceremony to sign a Memorandum of Understanding (MoU) between the Centre for Urban Studies (CUS), Indian Institute of Public Administration (IIPA), and the Institute of Chartered Accountants of India (ICAI).

The MoU aims at capacity building of municipalities and strengthening municipal accounting and financial management practices. Dr Singh highlighted the necessity of strong institutions backed by research and professional expertise to create efficient Urban Local Bodies capable of meeting the aspirations of a rapidly urbanising nation.

Dr Singh noted that governance is increasingly shaped by technology, reliable data, and professional systems. He praised IIPA's expansion beyond its traditional role in training civil servants to serving elected representatives, judicial officers, defence personnel, the private sector, and other stakeholders. He also commended ICAI for its unmatched expertise in financial management, making it a valuable partner in this collaboration.

The partnership between these institutions is expected to create a strong institutional platform for improving governance at the municipal level.
