On October 31, 2026, the Secretary of State of the United States, along with the Foreign Ministers of Australia, India, and Japan, convened in Atlanta to address progress on Quad initiatives and reaffirm their commitment to a free and open Indo-Pacific. The ministers emphasized the importance of economic security in maintaining global stability and prosperity. They pledged to build reliable and open global supply chains and trusted and resilient infrastructure. Moreover, they expressed concerns over economic coercion, arbitrary export restrictions, non-market policies, and practices that disrupt global supply chains in critical industries. Recognizing the significance of critical sea lanes, the ministers stressed the necessity to protect navigational rights and freedoms in the Strait of Hormuz, the Red Sea, and the Bab el-Mandeb Strait in accordance with international law as reflected in UNCLOS. The Quad ministers highlighted the importance of Artificial Intelligence (AI) and initiatives like Pax Silica for future economic growth. They intended to provide over $85 million of technical and financial assistance to support access to trusted AI across the Indo-Pacific, including through the Quad AI Accelerator. The Quad ministers expressed deep concern about the proliferation of online and cyber scams that pose a threat to national and international peace and security. They condemned criminal groups running these operations and trafficking people, causing tens of billions of dollars in annual losses from their respective countries. The Quad countries committed to dismantling these operations and holding transnational criminal groups accountable. In response to the flash floods of August 26, 2026, the Quad ministers expressed condolences and underscored their shared commitment to supporting partners in times of need, acknowledging India’s leading role as the first responder to Nepal’s rescue, along with significant support from all Quad countries.
