The Ministry of Social Justice and Empowerment has issued a factual report denying allegations made in The Central Chronicle regarding unverified payments for placements. The report provides details on the sanctioned amount, disbursement process, training providers, and assessment criteria.
The Ministry of Social Justice And Empowerment, through a factual report, has denied the claim published in The Central Chronicle on October 31, 2026. According to the report, the Madhya Pradesh Council for Employment and Training (MAPCET) did not make payments based on placements without verifying the placement data.
The Office of the Commissioner, Scheduled Caste Development Department, sanctioned an amount of Rs. 3,241.37 lakh for skill development training under the ‘Special Central Assistance for Scheduled Castle Sub-Plan’ head. Against this amount, a total of Rs. 2,945.37 lakh was made available to MAPCET during 2021–22.
MAPCET issued a request for proposal (RFP) for the training of beneficiaries from below-poverty-line (BPL) families belonging to the Scheduled Caste (SC) category for the year 2021–22. Following the selection process, contracts were signed with 34 training provider organisations, and work orders were subsequently issued to them. Of these, six organisations did not commence the work.
After the work orders were issued by MAPCET, 28 institutions provided training to 4,952 trainees. The training programmes conducted by the Council comply with the standards prescribed by the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India.
Under Clause 2.1.1 of Schedule IV to the Gazette notification issued by the Government of India, Ministry of Skill Development and Entrepreneurship (MSDE), Notification No. 349 dated 4 December 2020, the payment criteria for training providers conducting training in batch mode are as follows:
– Percentage of batch amount: Commencement of training
– Successful completion of certification. Payment is made for the number of candidates certified, after adjustment of advance payments.
– Achievement of 70% verified employment: continuous employment for three months, with desk verification and placement verification in accordance with standard norms.
