The Prime Minister, Shri Narendra Modi has shared glimpses of his address at the Economic Times World Leaders Forum 2026. In a series of X posts, Shri Modi said: 'India has moved from Production Linked Punishment to Production Linked Incentives.' According to the Prime Minister, this change signifies a transition from penalizing companies for exceeding prescribed limits, which discouraged enterprise and job creation, to incentivizing production and encouraging ambition. The Prime Minister further added that India is moving from controlling enterprise to enabling it.
At the core of India’s reform journey is a change in the philosophy of governance. Shri Modi stated that 'We are moving from ‘Prohibited unless permitted’ to ‘Permitted unless prohibited.’' Through initiatives such as Jan Vishwas, decriminalisation, removal of thousands of compliances, and abolition of obsolete laws, the Prime Minister emphasized that the aim is to reduce the burden on citizens and enterprises.
Policies, according to the Prime Minister, must be pro-people, pro-growth, and pro-development. He also mentioned that many of the most meaningful reforms are those that quietly become part of everyday life, thus representing 'Ease of Living'.
