On August 26, Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, Dr. Jitendra Singh, spoke at a roundtable on capacity building. He stressed that capacity building, beyond just skill development, encompasses the 'capacity building of the mind'.
The Minister highlighted the importance of adapting to rapidly changing technological and global environments, emphasizing the need for continuous learning.
Dr. Singh advocated for collective capacity building to meet emerging challenges. He called for institutions to work in an integrated manner and coordinate across organizational boundaries.
He stressed that pragmatism is essential in governance, as officials must move beyond getting stuck in the rule book while fulfilling their responsibilities.
Dr. Singh also highlighted the role of continuous learning platforms like iGOT and institutions such as the National Centre for Good Governance and the Indian Institute of Public Administration in capacity building.
He called for creating a stronger culture of philanthropy for research, emphasizing that supporting research should be viewed as a form of service to society. He also emphasized the need for larger investments from all sources to build the required ecosystem.
