The Centre and states have collaborated to implement measures aimed at managing crop residue effectively, including the use of stubble as animal fodder in drought-affected areas and establishing direct links between farmers and industries.
On October 31, 2022, the Press Information Bureau (PIB) announced that the Centre and state governments are working together to address the issue of stubble burning in India. According to the source, Union Agriculture Minister Shri Shivraj Singh Chouhan directed that stubble should be collected and stored safely for use as animal fodder in areas facing drought-like conditions. Furthermore, farmers were encouraged to establish direct links with supply chains serving thermal power plants, compressed biogas (CBG) facilities, and second-generation (2G) bio-ethanol plants.
In addition, the PIB reported that Union Minister for Environment, Forest and Climate Change Shri Bhupender Yadav emphasized the need to intensify ground-level monitoring and enforcement measures to prevent stubble-burning incidents. He also called for special vigilance in key districts of Punjab and Haryana and stressed the importance of satellite-based monitoring, field inspections, and effective enforcement.
The Centre's efforts aim to keep agricultural fields free from pollution, protect soil health, improve farmers' livelihoods, and contribute to the prosperity of the farming community.
