The Government confirms the fairness of the regulatory framework for satellite communication services, having granted three Global Mobile Personal Communication by Satellite licenses based on non-geosynchronous orbit. The current status of all three entities is at roughly the same regulatory stage.
According to a statement released by the Press Information Bureau on October 8, 2026, concerns have been raised regarding the fairness and potential discriminatory application of India's regulatory framework for satellite communication services. In response, the Government reaffirms that it has established a fair and non-discriminatory authorisation framework for all telecommunication services, including satellite communication services.
Three Global Mobile Personal Communication by Satellite licenses have been issued, which are based on non-geosynchronous satellite orbit. These licenses aim to enable the provision of satellite communication services in India. According to the terms and conditions of these licenses, every licensee must demonstrate compliance with security conditions. This condition is intended to ensure that services provided meet various security requirements to maintain user safety and data security.
The security assessment process for all three licensees is currently underway. Once completed, a licensed entity may proceed to seek spectrum assignment. It is important to note that at present, all three entities are at roughly the same regulatory stage. As such, there appears to be no discrimination in the application of the regulatory framework.
Consequently, the Government dismisses the allegation that the framework or its application is unfair or discriminatory as baseless and misconceived.
